[Problem] To provide a counter-weight block construction method for preventing sliding and swing motions of a caisson by reliably increasing the friction force between a counter-weight block and a rubble mound with a construction structure easy to be constructed in water, causing no impact on the draft of vessels by compacting the construction section of the counter-weight block, and improving the wave-resistant stability of a caisson breakwater for achieving economic efficiency and CO2 emission reduction by reducing the use amount of concrete. [Solution] To achieve the above purpose, the invention provides a counter-weight block construction method for improving the wave-resistant stability of a caisson breakwater in which a weight (4) having a predetermined weight is disposed on a rubble mound (2) surrounding a caisson (3), the weight (4) consisting of either a weight formed by filling the inside of a concrete block frame with rubble or a weight formed by filling the central through-hole of a rectangular concrete block with rubble.
