PROBLEM TO BE SOLVED: To suppress unbalance of a voltage generated in the capacitor of each phase by the output of a reverse phase current.SOLUTION: In a compensation power output section 20, a plurality of circuit modules 21 each including a capacitor 22 which stores or discharges power in responce to on/off of a switching element 23 are provided, respectively, in series for each phase of a power distribution system 12, and output a compensation power containing a reverse phase current for compensating an AC voltage of reverse phase generated in the power distribution system 12. A zero-phase voltage generation section 30 generates a zero-phase voltage to the circuit modules 21 of each phase in the power distribution system 12 so that the effective electric energy entering or exiting the circuit modules 21 goes zero before and after one period of AC power flowing through the power distribution system.
