P To eliminate temperature fluctuation because when a chip temperature of a programmable Josephson voltage standard apparatus increases and a temperature fluctuates, an operation region of a Josephson element changes and does not operate and an obtained voltage is changed. PSOLUTION: The programmable Josephson voltage standard apparatus includes a Josephson array which is divided into a plurality of segments, controls a bias current source in a segment pair which does not relate to a generated voltage value to have inverse polarity and a voltage of equal quantity and inverse polarity is generated. Thus, a voltage generated by the segment pair becomes zero and POWER consumed by the entire Josephson array is controlled to be constant irrespective of an output voltage.
