PROBLEM TO BE SOLVED: To provide a working apparatus for a metallic packaging container with a preliminary flap formation process that permits a simple, efficient and economical process.SOLUTION: A pipe 1 is vertically conveyed by a conveyor roll drive type conveyor 2 to an apparatus input point 3 where there is a worm conveyor system 4. The worm conveyor system 4 is rotated around a horizontally arranged own rotation axis by a gear synchronously with an input star 6 rotated around a vertically arranged rotation axis. The vertically arranged pipe 1 is transferred to a station 7 of the preliminary flap formation process by the input star 6. In the station 7, preliminary expansion 1A, 1B of the pipe is performed, and the preliminary flap and a can body are locked.
