P To eliminate the necessity of notification of a format of EDI data when transmitting the EDI data. PSOLUTION: When receiving EDI data, a user management information retrieval part 107 retrieves a user management information database 102 by using, as a key for each EDI data, the ID of the user terminal which is the transmission source of the EDI data to extract the ID of the format of the EDI data and the ID of an EDI system. An EDI format management information retrieval part 108 retrieves an EDI format management information database 103 by using, as a key, the extracted ID of the format to extract data for acquiring the ID of the transmission source from the EDI data and obtains the ID of the transmission source when the data are included in the EDI data. When the ID of the transmission source coincides with the ID of the user terminal which is the transmission source of the EDI data and an EDI data transmission part 106 transmits the EDI data to the EDI system in which the ID is extracted.
