PPROBLEM TO BE SOLVED: To provide a heavy metal insolubilizer necessary for stabilizing soil contaminated with heavy metal, and to provide a treatment method of soil contaminated with heavy metal. PSOLUTION: The heavy metal insolubilizer comprises magnesium oxide powder and a powder chelating agent. In the magnesium oxide powder, a mean periclase crystallite diameter is 10-50 nm, a BET specific surface area is 5-20 mSP2/SP/g, an average particle diameter is 1-5 μm, a ratio of particles with particle diameter larger than 10 μm is not more than 10 vol.%, and apparent density is within a range of 0.3-0.8 g/cmSP3/SP.
