PPROBLEM TO BE SOLVED: To provide an automatic transmission incorporated in a vehicle that cannot be test-driven and a controlling/evaluating system capable of evaluating the performance of a stepless speed change transmission without removing it from the body of a vehicle. PSOLUTION: Respective shanks of externally controllable rotation load control devices 1 and 2 each having a torque sensor, a clutch, a flywheel, and a variable braking force brake connected in series are coupled to respective drive shafts or tire hubs of drive wheels via adapters selected according to the state of damage in the underbody of a vehicle 3. A test-driver operates an accelerator 33 and a brake 34 in a certain pattern and, at the same time, changes the torque of rotation loads on the driving wheels by using the rotation load control devices 1 and 2. At this point, the controlling/evaluating system evaluates the performance of an automatic transmission and a stepless speed change transmission from the number of engine revolutions, the number of axle revolutions, and the measured value of torque.
