PROBLEM TO BE SOLVED: To obtain a situation notice device for giving notice to a caller, with which the probability of a response is raised with respect to calling after the response is not performed to the calling when the incoming call arrives, and to obtain a program and a method for controlling a situation notice for the device.;SOLUTION: When the incoming call arrives in a portable telephone, the situation notice device performs normal call response processing when the caller is not registered as a specified notice destination (S303). When the caller is the specified notice destination and the response is not performed to a ringing tone (S306: Y), the effect is noticed to the caller when the situation of the incoming call side is changed as preservation notice processing (S313). When the caller judges that the response can be performed to the calling, based on the noticed situation change, the response can be performed with higher probability by recalling.
