PPROBLEM TO BE SOLVED: To create a trouble area map that indicates the locations of communication troubles. PSOLUTION: A location information acquisition part 1a of a base station 1 periodically acquires location information of a wireless terminal 3, and a location information storage part 1b stores the acquired location information into a storage device 1c. A communication trouble detector 1d detects a communication trouble of the wireless terminal 3, and if any communication trouble is detected, a transmitter 1e transmits area map creation information including the latest location information stored in the storage device 1c of the wireless terminal 3 where the communication trouble has been detected to an area map creation device 2. A receiver 2a of the area map creation device 2 receives the area map creation information including the location information when the communication trouble of the wireless terminal 3 occurs from the base station 1. An area map creation part 2b plots the location information included in the received area map creation information on a map, and creates a trouble area map indicating the location in which the communication trouble has occurred.
