PROBLEM TO BE SOLVED: To provide: a developing-mechanism having a shutter mechanism that properly prevents developer from leaking from a container; and an image forming device.SOLUTION: A developing-mechanism includes a developing device that develops an electrostatic latent image, and a container for housing developer. The developing device includes: a carrier carrying the developer and supplying the developer to the electrostatic latent image; a first casing with a refill port through which the developer is supplied; a first conveyance member for conveying the developer in a first direction away from the refill port; and a first shutter mechanism that selectively opens/closes the refill port. The container includes: a second casing with a supply port for supplying developer to the developing device through the refill port; a second shutter mechanism that selectively opens/closes the supply port; and a second conveyance member that conveys the developer in a second direction crossing the first direction and discharges it from the supply port. The refill port is opened earlier than opening the supply port.
