PROBLEM TO BE SOLVED: To provide a method and a device for executing resource allocation and resource management in consideration of inter-cell interference in an overlaid radio network environment.SOLUTION: In a radio communication network having at least one macrocell overlaid with at least one small cell, a method for executing resource allocation by a small base station managing one of at least the one small cell includes the steps of: determining the number of sub-bands limiting allocation by the small cell in consideration of interference between a small cell managed by the small base station and an adjacent cell to the small cell; and allocating residual sub-bands obtained by excluding sub-bands in number equal to the number of determined sub-bands among the entire sub-bands which can be allocated for the small cell, to terminals in the small cell.
