PROBLEM TO BE SOLVED: To enable a communication carrier in which a CMTS and a CM have already been installed to provide high-speed communication services while enabling management similar to the CMTS and the CM by introducing an optical passive network without largely changing a device management system.;SOLUTION: An OLT 101 transmits and receives a CMTS/CM device control signal 122 through a device management interface 112 which is physically identical to or different from a main signal interface (NNI) 111 and processes the CMTS device control signal therein by itself. When connection of a new ONU 102 is detected by an ONU device control signal 124, an IP address is allocated by using the CM device control signal in a manner similar to the CM. The CM device control signal regarding the ONU is transmitted and received by using the IP address and a mutual conversion is performed between the CM device control signal and the ONU device control signal 124.
