PPROBLEM TO BE SOLVED: To provide a manufacturing method of a studless tire, a method that employs a strip wind (STW) method and that can improve outer appearance and ozone resistance, and also to provide a studless tire manufactured by this method. PSOLUTION: The studless tire is manufactured by using a rubber member composed of a rubber strip wound body for which a composite rubber strip 12 comprising a strip upper layer rubber part (A) 12a and a strip lower layer rubber part (B) 12b is spirally wound and overlaid.
