PPROBLEM TO BE SOLVED: To allocate a motion vector to an insertion frame so that a highly reliable insertion image is generated for a moving image including either an image to frame in or an image to frame out. PSOLUTION: A validity determination circuit 140 determines which is a valid motion vector, a forward motion vector starting from a block on a peripheral part of a front frame f(t-1) or a backward motion vector starting from a block on the peripheral part of a current frame f(t). An insertion vector allocation circuit 150 allocates a motion vector to a block on the peripheral part of a motion vector insertion frame f(t-1/2) which is determined to be valid.
