PPROBLEM TO BE SOLVED: To provide an electromagnetic response medium, an electromagnetic wave detection device, an optical device and a method for manufacturing an electromagnetic response medium for increasing the number of installation of ring parts per unit area in a dielectric, and for achieving weight and scale reduction, and for improving sensitivity to the electromagnetic wave of resonance frequency. PSOLUTION: This electromagnetic wave response medium is provided with: ring parts 3 made of metal and formed like a ring; and a dielectric 6 in which at least a portion of the ring parts 3 is buried, wherein the plurality of ring parts 3 are formed so as to be arranged in a direction crossing the extended faces of the ring parts 3 in the dielectric 6.
