PROBLEM TO BE SOLVED: To provide a method for inhibiting the elution of harmful trace elements from coal combustion residues.;SOLUTION: This harmful trace element elution-inhibiting method for adding an elution-preventing agent for coal addition to coal of raw material to inhibit the elution of harmful trace elements from coal combustion residues is characterized by using an elution-preventing agent containing iron hydroxides as a main component as an elution-preventing agent for coal addition. Herein, the elution-preventing agent for the coal addition is preferably added in an amount range of 0.3 to 10 pts.mass per 100 pts.mass of coal.
