PPROBLEM TO BE SOLVED: To obtain a rubber composition for a chafer, excellent in all of processability, roll winding properties, low exothermic properties, rim rubbing abrasion resistance and chipping resistance of rubber while maintaining hardness and a tire having a chafer using the same. PSOLUTION: The rubber composition for a chafer comprises a rubber component composed of 40-70 wt.% of a butadiene rubber having a viscosity in a toluene solution at 25°C of 50-155 cps and a molecular weight distribution of 2.9-4.0 and has a Mooney viscosity at 130°C before curing of ≤70, a JIS-A hardness at 23°C after curing of 65-80 and a dissipation factor (Tanδ) measured at 70°C and at a dynamic strain 2% of ≤0.13.
