PROBLEM TO BE SOLVED: To provide a time slot selection apparatus for allocating time slots in consideration of a resource operating condition for each device.;SOLUTION: The time slot selection apparatus allocates time slots based on a data link identifier for identifying a data link group specified by a line setting request, a time slot size showing a requested band information, and the number of requested time slots. A resource distribution means (resource distribution portion 2) selects the time slots based on a resource operating condition of the time slots. By selecting a time slot in consideration of an operating condition of the time slots in the data link group, maximum continuous time slots can be made available.
