P To provide a method for improving biomembrane permeability by a simple method, especially skin permeability and namely percutaneous absorption and to provide a composition. PSOLUTION: The biomembrane-permeable composition comprises an aqueous mixture containing a membrane-permeable carrier and an acidic compound and a basic compound having biological activity. The membrane-permeable carrier has a peptide composed of 6-25 amino acid residues and at least 50% of the total amino acid residues of the peptide is composed of amino acid residues having guanidino groups and/or amidino groups at the side chains. The peptide contains at least six continuous amino acid residues having guanidino groups and/or amidino groups at the side chains.
