PPROBLEM TO BE SOLVED: To provide an encoding technology for setting a region of interest in a hologram. PSOLUTION: A hologram encoder 1 includes: a region of interest input means 5; a quantization table generation means 7 for calculating a space frequency range corresponding to the region of interest by light reaching a hologram from the region of interest and a position of reference light, associating an element value showing a small number of quantization steps with the space frequency range, associating an element value showing a large number of quantization steps with the other space frequency ranges, and generating a quantization table which arranges respective element values; a hologram division means 9 for generating a stripe pattern hSBm/SBof an element hologram obtained by dividing the stripe pattern h of the hologram; a space frequency conversion means 10 for converting the stripe pattern hSBm/SBinto space frequency sm in units of elements; a quantization means 11 for generating quantization space frequency qSBm/SBfrom the space frequency sSBm/SBon the basis of the quantization table; an encoding means 12 for generating hologram data that encodes the quantization space frequency qSBm/SB; and a hologram data output means 13.
