PPROBLEM TO BE SOLVED: To efficiently treat waste in a small-scale facility when treating the waste for manufacturing a raw fuel for manufacturing cement. PSOLUTION: In a facility 200 for manufacturing the raw fuel for manufacturing cement, the waste is treated so as to manufacture the raw fuel for manufacturing cement, provided that the facility is equipped with: a superheated steam generating apparatus 202b for generating superheated steam; a drying apparatus 202 for drying the waste using the superheated steam fed by the superheated steam generating apparatus 202b; and sorting apparatuses 204-216 that carry out sorting of dried treated products into combustible matters and non-combustible matters and appropriate sorting of the dried treated products according to the point they are to be fed to a cement firing facility 100. Preferably, the drying apparatus 202 dries the waste in an atmosphere of 180-350C formed by the superheated steam. More preferably, the drying apparatus 202 is equipped with a drum 202a into which the waste is fed and a rotating mechanism that rotates the drum 202a, and the drum 202a into which the waste has been fed is rotated so as to dry the waste in the drum 202a.
