PPROBLEM TO BE SOLVED: To provide a hair rinse or hair treatment having excellent smoothness during shampooing hair, excellent stability of agent and no greasiness and simultaneously providing a sufficient moist feeling. PSOLUTION: The hair rinse or hair treatment satisfies the requirements of (1) comprising three components of dimer dilinoleic acid dimer dilinoleyl (component a), di(isostearyl/phytosteryl) dimer dilinoleate (component b) and isononyl isonoanoate (component c), (2) having the mixing ratio of the component a, the component b and the component c of the component a: the component b: the component c=1:0.7-1.3:1.25-2.5 and (3) having the total amounts of the component a, the component b and the component c mixed of 5-23 wt.% based on the total weight of the hair rinse or hair treatment.
