PROBLEM TO BE SOLVED: To provide a communication supporting method and system at the time of disaster, by which the communication of a mobile terminal can be supported when a base station within a communication enabled range becomes in a communication disabled state caused by the disaster.;SOLUTION: A communication support information receiving unit 1 receives a broadcast wave transmitted from a broadcast station and extracts communication support information. A present location detecting unit 2 detects a present location of a terminal itself by a GPS function, e.g. A guide information creating unit 3 creates guide information by superimposing positional information of a surviving base station contained in the communication support information and the present location of the terminal itself on a map template.
