PROBLEM TO BE SOLVED: To switch an access network flexibly and efficiently and to conceal information of an apparatus for switching the access network.;SOLUTION: In a mobile communication system having an access apparatus to control a connection between a mobile station and the access network and an access network switching apparatus to communicate with the mobile station by switching the access network, a first route for the mobile station to communicate with the access network is set when the mobile station enters a communication area of the access apparatus. When the first route is set, a second route for the access apparatus to communicate with the access network switching apparatus is set.
