PPROBLEM TO BE SOLVED: To reduce a risk that authentication information is leaked to ensure high security. PSOLUTION: This ia a settlement system which makes settlement in electronic commercial transactions. An authentication device 3 has a generation means 31 which receives a request for generating a one-time card ID from a first terminal 1 and generates a one-time card ID corresponding to terminal identification information included in the generation request concerned; and a transmission means 32 which identifies user identification information corresponding to the one-time card ID from an authentication storage means 34 and transmits the information to a settlement device 5. The settlement device 5 has a request reception means 51 which receives an authority request from a second terminal 2; an acquisition means 52 which acquires user identification information corresponding to a one-time card ID from an authentication server 3; and a conversion means 53 which converts the acquired user identification information to a credit card number by using a settlement storage means 55.
