PROBLEM TO BE SOLVED: To provide a method for reducing corrosion and scaling of metal in the open circulating cooling water system without using a substance harmful to an environment such as heavy metal and excessively increasing the level of concentration, in a water treatment agent and a water treatment method for metals for an open circulating cooling water system.;SOLUTION: The water treatment method for the open circulating cooling water system including contacting the circulating cooling water and the open air with each other in a cooling tower to cool the circulating water.
