It is intended to provide a solid base catalyst by which biodiesel fuel (BDF) can be efficiently produced from a starting oil or fat originating in a plant, a method of producing the same, a reactor and an apparatus for producing BDF, and a method of producing BDF by using this apparatus. The solid base catalyst, which has a basic strength (H_) of 15 or higher and comprises calcium oxide having a base amount of 0.1 mmol/g or more, is produced by baking a starting material for the catalyst (for example, quick lime, calcium carbonate, calcium acetate, slaked lime, etc.) in an atmosphere having water and a gas being substantially free from carbon dioxide gas (for example, highly pure helium gas, a gas mixture of nitrogen with oxygen, etc.) at a temperature of 300SUPo/SUPC or higher. The reactor comprises an airtight container having a channel through which a fluid flows from one (inlet) side to the other (outlet) side. This reactor is packed with the above-described solid basic catalyst. It is preferred that the reactor is provided with blocking means at both ends so as to prevent the external air (in particular, carbon dioxide) from flowing thereinto.
