PPROBLEM TO BE SOLVED: To provide a contactless identification device capable of providing drive power only with the solar battery, while using a limited-sized solar battery, and to provide a contactless identification system that uses the device. PSOLUTION: The contactless identification device 1 includes: an information holding part 2 having identification information; a communication function part 3 for performing contactless communication with an partner device; and a power supply part 4 for supplying electric power to at least the communication function part 3, and includes a function for transmitting the identification information in the information holding part 2 to the partner device via the communication function part 3. The power supply part 4 includes the solar battery 5 for converting light energy into electrical energy. In order to generate sufficient electric power with the solar battery 5, since even in indoors where illumination is low, as compared with that of sunlight, the contactless identification device 1 uses a dye-sensitized solar cell as the solar battery 5, the cell results which has a working electrode to which a semiconductor carrying dye having a sensitizing action is attached; a counter electrode placed facing the semiconductor; and an electrolyte layer filled between the working electrode and the counter electrode.
