PROBLEM TO BE SOLVED: To improve the input efficiency of orders to a network device.;SOLUTION: The order input device 10 inputs a plurality of orders in parallel, by establishing a plurality of sessions with a router 20 or inputs orders continuously by the use of a session which has been established in a target route. Here, the order input device 10 determines whether an order to be input is competitive with an order being processed in the target router.
