PROBLEM TO BE SOLVED: To provide a terminal system, a communication terminal, and a program in which general public users can perform communications equivalent to preliminarily payed charges without being aware of changes in communication environment, even in the case of a different billing rate based on the communication environment.SOLUTION: The terminal system has a channel controller connected to a plurality of communication terminal stations, and a communication relay unit connected in between the channel controller and a user terminal. The communication relay unit includes a billing-rate memory means for storing the billing rate at each of terminal-station identifiers in the communication terminal stations; a drop-in money collecting means for collecting billing money at each of the user identifiers; a terminal-station identifier acquisition means for acquiring the terminal-station identifier now on connection from the channel controller; a communication-traffic processing means for retrieving the billing rate equivalent to the acquired terminal-station identifier, and for processing a transferrable communication traffic from the billing money at each of the user identifiers; and a communication-traffic controlling means for controlling the communication traffic between the user terminal and the channel controller, in accordance with the transferrable communication traffic.
