PROBLEM TO BE SOLVED: To provide a water-dispersible polyisocyanate composition having properties such as excellent dispersibility into water, stability for water, compatibility with water-based resin having an active hydrogen-containing group, and to provide an water-based curable composition having long pot life, capable of providing cured products having excellent curability, externals, water resistance and hardness. SOLUTION: The polyisocyanate composition comprises a polyisocyanate and a polyurethane resin having a nonionic group on a side-chain, and the water-based curable composition comprises the above-mentioned composition and a water-based resin or water, wherein the water-based resin has an active oxygen-containing group.
