PROBLEM TO BE SOLVED: To provide a video signal combining apparatus and method, so that a probability for the appearance of wipe to become adverse is reduced and further, the number of staff members required for video production can be reduced.;SOLUTION: A video signal combining apparatus of the present invention includes a video signal processing unit and a display unit. Here, the video signal processing unit is adapted to combine an output video image stream from first and second input image streams by dividing an image area of an image of the output video image stream into two regions, applying to the first region image information extracted from the first video image stream, and applying to the second region image information extracted from the second input video image stream.
