PROBLEM TO BE SOLVED: To provide a carbon catalyst for hydrogen production which shows high catalytic activity, a method for producing the catalyst, and a method for producing hydrogen using the catalyst.;SOLUTION: This carbon catalyst for hydrogen production is a carbon catalyst obtained by carbonization of a material containing an organic substance and a transition metal, and is used for hydrogen production by pyrolysis of a hydrocarbon compound and/or an oxygen-containing organic compound.
