PROBLEM TO BE SOLVED: To provide a motion resolution deterioration-correcting apparatus and a motion resolution deterioration-correcting program for detecting a high-speed motion scene in a high-definition video image including super high vision (SHV) and reconfiguring a frame image string in the high-speed motion scene.SOLUTION: The motion resolution deterioration correcting apparatus 1 includes: an adjacent frame correlation operation part 11 for respectively calculating a correlation value between adjacent frames in a frame image string to be processed; a high-speed motion scene determination part 12 for determining a high-correlation frame image string in the high-speed motion scene from each calculated correlation value and a moving speed between respective frames in the high-correlation frame image string corresponding to the correlation value; a motion resolution deterioration determination part 14 for determining whether correction of moving resolution deterioration is to be applied to the high-correlation frame image string in the high-speed motion scene according to a previously regulated reference value or not; and a motion resolution blurring-processing part 15 for executing motion resolution blurring processing from a correction start frame which is time-precedent to a start frame of the high-speed motion scene up to an intermediate frame of the high-speed motion scene.
