PPROBLEM TO BE SOLVED: To solve a problem that operation efficiency is not satisfactory because pre-verification of flow defining data is executed in try and error method by a scanner. PSOLUTION: The distribution management server 30 connected to an MFP 40 via a network includes: a database 36 for storing flow defining data defining the flow of image data inputted from the MFP 40 and a plurality of functional programs included in the flow defining data; a flow executing section 33 for requesting the execution of distribution of each of the functional programs; and a verifying tool 31 for reading the selected image data, the flow defining data corresponding to the image data and bibliographic information, instructing the flow executing section 33 to execute distribution of the plurality of functional programs included in the flow defining data and displaying a result of operation verification outputted from the flow executing section 33.
