PROBLEM TO BE SOLVED: To provide a water-quality regulating device for cooling tower makeup water, which effectively suppresses generation of algae, slime, scale, etc., as well as suppressing corrosion of a piping system.;SOLUTION: First, hard water is supplied to a cooling tower body (S1). After passing a certain period of time, the regulating device prohibits supplying the hard water to the cooling tower body, and at the same time or almost the same time, it allows supplying soft water from a water softener to the cooling tower body (S2→S3). Next, the regulating device measures an integrated flow rate of the soft water and determines whether the flow rate has reached a first predetermined value (S4). When the flow rate reaches the first predetermined value, the device prohibits supplying the soft water to the cooling tower body, and at the same time or almost the same time, it allows flowing of the hard water to a first supply road for allowing the supply of the hard water to the cooling tower body (S5). When the flow rate reaches a second predetermined value, the device again prohibits supplying the water to the cooling tower body, and at the same time or almost the same time, it allows supplying the soft water from the water softener to the cooling tower body (S6→S3).
