PROBLEM TO BE SOLVED: To provide a membrane-electrode assembly by which electrolysis reaction products or decomposition products obtained at the anode can be produced with high efficiency, channel pressure loss is suppressed and an apparatus can be made compact without dropping the production capacity and to provide an electrolytic cell using the membrane-electrode assembly, the apparatus and a method for producing ozone water, a disinfection method and a method for treating waste water or waste fluid.;SOLUTION: The membrane-electrode assembly 8 comprises a solid polymer electrolyte membrane 3 comprising a cation exchange membrane, an anode 1 and a cathode 2 tightly adhered to respective surfaces of the solid polymer electrolyte membrane, with a plurality of through-holes 11 with 0.1 mm or more in diameter over the entire surfaces of the anode, the solid polymer electrolyte membrane and the cathode, passing through them.
