PROBLEM TO BE SOLVED: To shorten the time before starting speech communication between the terminals of different systems.;SOLUTION: In the path control and resource management method when performing voice communication by an RTP protocol between two systems connected by a network, an actual ESIU control means for controlling the terminal and an actual VoIP control means for controlling the voice communication by RTP packets are mounted on each of a first system housing a first speech communication terminal and a second system housing a second speech communication terminal, and a virtual ESIU control means and a virtual VoIP control means respectively corresponding to the respective actual ESIU control means and respective actual VoIP control means of the first and the second systems to be slaves are mounted on a third system to be a master.
