PPROBLEM TO BE SOLVED: To surely and efficiently collect data effective for service work relating to not only an operation of an air conditioning device but also communication of a communication network for control. PSOLUTION: A telegraphic message collecting means 11 collects telegraph messages relating to communication packets transmitted in a transmission path 4, analyzes the collected telegraphic messages according to a telegraph message analytical rule 111, and creates telegraphic message information 20. A waveform collecting means 12 collects signal waveforms relating to the communication packets transmitted in the transmission path 4, analyzes the collected signal waveforms according to a waveform analytical rule 121, and creates waveform information 30. A condition determining means 15 determines whether at least one of the telegraphic message information 20 and the waveform information 30 satisfies a data gaze condition 151 or not. A synchronizing means 16 relates the telegraphic message information 20 to the waveform information 30 on the basis of a synchronization condition 161.
