PROBLEM TO BE SOLVED: To adjust an image quality of video sent from an imaging apparatus in accordance with a state of a monitor video recording system.SOLUTION: A monitor video recording apparatus 1 is provided for recording video sent from a monitoring camera 2. The apparatus includes: counting the frequency of occurrence of device failure that is the failure in the monitor video recording apparatus 1 itself; setting a video recording rate low, if the frequency of the occurrence is high; and setting the recording rate high, if the frequency of the occurrence is low. Furthermore, on the basis of the number of times of inputting a sensor alarm from a sensor alarm input terminal 3 installed in the outside of the monitor video recording apparatus 1, the number of times of detecting a moving object in the video in the monitoring camera and the number of times of incurring failure in the monitoring camera, a priority is calculated and if the priority is high, the recording rate is set high but if the priority is low, the recording rate is set low.
