In accordance with an example embodiment of the present invention, a method is disclosed that comprises receiving a request with a priority for a radio frequency (RF) resource from one of a plurality of wireless radio stacks at a user equipment, the request having a time window and pre-reserving the RF resource for the received request if the time window of the received request is fixed and is not in a conflict with that of an existing pre-reserved request or the priority of the request is higher than that of the existing, conflicting pre-reserved request. The method also comprises reserving the RF resource for the received request if the time window of the received request is not in a conflict with that of a pre-reserved request from a different radio stack or the priority of the received request is higher than that of the conflicting pre-reserved request.
