Engine speed data N and engine fueling data MFDES are processed by a strategy (22) that multiplies (28) fueling transient data MFDES TRANSIENT and speed-based modifier data EGR_N_TRANS_MULT to develop speed-based fueling transient data. Using engine speed as a determinant of the extent to which the basic EGR rate should be modified during a fueling transient enables better control over certain exhaust emissions over certain speed ranges.
