The inventive device comprises a closed magnetic circuit, a central rod disposed inside the closed magnetic circuit, a control winding arranged on the central rod, a power winding and a control unit. The device also comprises a cylindrical rod which is concentrically positioned with respect to the central rod and is linked to the closed magnetic circuit. At least one transverse gap is made in the cylindrical rod, and the power winding is mounted on said cylindrical gap. The length of the transverse gap or the total length of transverse gaps is selected such as to satisfy a specified condition.
