The invention relates to a process and a system for in-situ evaluation of surface water and drinking water quality. According to the invention, the process consists in measuring the UV absorbance of a sample, at a wave length of 300 nm, and, in case the absorbance exceeds a value of 0.5, the sample is diluted and a further absorbance measurement is performed while, in case the value is lower than 0.5, there is analyzed the intrinsic fluorescence of the compounds in the dissolved organic matter, the amino acids tryptophan (T) and tyrosine (B) and the humic acid (A) which are representative for the quality of surface water and drinking water, as well as the signal due to Raman scattering (R) on water molecules, there being determined the intensity ratios between the tryptophane-related maximum value and the Raman signal-related maximum value (T/R), between the tryptophane-related maximum value and the humic acid-related maximum value (T/A) and between the tyrosine-related maximum value and the tryptophane-related maximum value (B/T), based on which the water sample shall fall in a certain quality class. The system claimed by the invention consists of a radiation source (2) in the UV-Vis range for analyzing the absorbance of the test sample, which uses an optical fibre (5) for transmitting the radiation to the sample placed in a support of a tank (6) provided with an optical filter (7) and a source (1) of electromagnetic radiation in a wave length of 266 nm, employed for the fluorescent excitation of the test samples, which transmits the electromagnetic radiation, via another optical fiber, to the sample placed within the tank (6), while a third optical fiber (8) leads from the tank to a spectrophotometer (3) used for recording the absorbance spectra and fluorescence spectra, respectively, which is connected to a portable computer (4).
