The invention relates to a mobility management server for supporting the mobility of a mobile terminal, comprising: a physical address authentication unit which authenticates a physical address of a predetermined mobile terminal based on a physical address table; a physical address converting unit which converts the authenticated physical address of the mobile terminal to a physical address of the mobility management server; an IP address converting unit which converts the IP address of the authenticated mobile terminal to a fixed IP address provided by the physical address table; and a communication relay unit which performs communication with the authenticated mobile terminal and a network management center using the converted physical address and IP address.
