The scale free communication network comprises a plurality of distribution devices communicatively coupled to each other in a power network that include a protection device and a controller coupled to each of the plurality of distribution devices in the power network. The controller identifies a plurality of isolated distribution devices. The controller further restores the plurality of isolated distribution devices in the power network by automatically activating the tie-switch in the power network. The controller also computes reliability indicators for each of the restored distribution device in the power network.
