A method for the short-term prediction of earthquakes is proposed, said method being based on the disclosure by the author of the periodic expansion and contraction of the Earth from an oscillation amplitude of the Earth's radius of ΔR=± 918 m and on the fact that an earthquake area lifts freely to a height of hc over the course of several hours of a preliminary period before a tremor. The proposed method makes it possible to organize an international service for the short-term prediction of earthquakes, with all seismically active territory of the globe being covered at the same time and with an analytical centre arranged on seismically neutral territory, with a monitoring sensor and analytical centre being positioned there. A method for predicting earthquakes is proposed for the first time, said method making it possible practicably to establish the time, location and magnitude of an earthquake at any point of the Earth's surface several hours before a tremor.
