The radio entity sends a request to a spectrum management system. The spectrum management system contains transmitter and geography data. According to protocol and policy between the radio management system and the radio entity, the request is transformed from radio frequency domain to geometrical domain either in the radio entity or in the spectrum management system. The spectrum management system transforms the transmitter and geography data on geometrical domain. The spectrum management system computes spectrum resource on geometrical domain. According to the protocol and policy between the radio management system and the radio entity, the spectrum resource response is transformed from geometrical domain to radio frequency domain either in the radio entity or in the spectrum management system. The spectrum management system sends the response to the radio entity. The radio entity transmits on radio spectrum resource indicated in the response.
