Provided is a phosphor for a dispersion-type EL, the phosphor stably exhibiting high luminance and luminance efficiency, wherein it is possible to produce the phosphor by means of a simple process. This phosphor for a dispersion-type EL is formed by combining electron-accepting phosphor particles (4A) and electron-donating phosphor particles (4B). The electron-accepting phosphor particles (4A) are formed by adding an acceptor element to base particles, and the electron-donating phosphor particles (4B) are formed by adding a donor element to the base particles. An example of the base particles includes ZnS particles, an example of the acceptor element includes Cu, and examples of the donor element include Cl and Al.
