A WCDMA network expansion planning method and device, the method comprising: obtaining the current traffic of each cell of the same type in an existing network and the existing network resource consumption, and establishing an associative relationship between the resource consumption and the traffic; based on the associative relationship, calculating the expected resource consumption of each cell corresponding to the expected traffic; comparing the expected resource consumption of each cell with a preset resource consumption threshold, and determining whether to expand the existing network. The above technical solution utilizes existing network data to determine the associative relationship between the resource consumption and the traffic, ensures the planning method to match the existing network condition, and eliminates the need to input network state parameters for pre-planning, thus reducing network expansion planning workload. The method has a concise and effective process, simple operation, easy implementation and wide application.
